BREAKING! Harney County Judge Grasty's Brother is BLM


We've not heard this anywhere else. We came across this information during routine researching into the Hammond Case.

We have discovered that Judge Steven Grasty of Harney County has a brother named Brent Grasty who is a Planning & Environmental Coordinator / GIS Specialist for BLM (the Bureau of Land Management, Vale District.)

Here is the documentation below to support our claims of a family relationship between Steven E. Grasty and Brent L. Grasty. What does this mean? We're not sure! But it isn't something we've heard up until we discovered it, and we have to assume this info is deliberately being kept from the public.

We will update this post if we find further relevant info, such as potential conflicts of interest. We are currently reviewing additional documents.

In the interest of transparency, we'd like to point out that the BLM Vale District office does not cover the Harney County area, but there may be joint management of project areas that cross jurisdictions. 

We've provided screen-shots of the pages as well as links to each page – in our experience, web pages with evidence of anything have a tendency to get flushed down the memory hole at warp-speed from time to time.

  5. Grasty's wife is named Cynthia. David Wards wife is not Grasy's daughter confirmed. Grasty does have a daughter who is on the county board in Hines her name is Crimson Presley. Grasty is a Senior deacon in the local Freemason lodge.

  6. Picked up some info today that David Ward was picked over Brian Needham and he really is probably a bit of a patsy in the whole situation. Kind of trying to just manage through whole thing. Explains why his first public statement he looked like he was about to get hit by a bus. Locals say sheriff glerup and Needham were a couple of dirty bastards ruling that county.

  7. Sounds like the problems in Harney County run deep and wide, W Shelton. Ward seems to be completely out of his league. And I'd hazard a guess that he's not penning his own press releases either. They sound like a certain other person in the county.

  8. Listened to an interview from a couple younger dudes from HARNEY county and they said some pretty good dad type things about Sheriff Ward. I feel bad for being suspicious of him now. Guy is in no man's land.

    So here is kind of a summary of what I've posted so far:

    Sage grouse populations seem to be in decline, so people petition for sage grouse to be listed as an endangered species.

    Harney County officials began talking with wind development companies at least as early as 2007. There is a council meeting report stating that Echanis representatives came to speak to the council.

    In 2010, the Renewable Energy and Eastern Oregon Conservation (REECon) Parternship was formed. Judge Grasty wrote a letter in support of this partnership and signed the letter as the President of the Association of Oregon Counties.

    The North Steens Transmission line project was listed on Obama's 2011 Priority List.

    In 2012 or so, the Oregon Natural Desert Association filed suit against BLM and others over the proposed North Steens Transmission Line Project and associated Echanis wind project. Here's a link to a letter that they wrote to Secretary of the Interior, Ken Salazar, in 2011 describing their opposition to the plans: [link to onda.org (secure)]

    Judge Michael W. Mosman found for the BLM on all counts. (He's the same judge now that Ammon and others are facing).

    At some point, REECon transitioned to the Sage Grouse Conservation Partnership (SageCon). Judge Grasty was directly involved and there is a draft report online that lists him as one of the reviewers of the documents.

    In September 2015, Obama announced that the sage grouse would not be put on the endangered species list. One reason cited was that conservation efforts were already ongoing.

    Also in 2015, BLM released their conservation document for the sage grouse. Note this:

    All PHMAs will be managed as exclusion areas for commercial renewable energy development (solar and wind), with the exception of areas outside of SFAs in three counties in southeastern Oregon. The three counties in Oregon will be managed as avoidance areas, with priority placed on locating commercial scale wind and solar energy development in nonhabitat areas first, that is, outside of PHMAs and GHMAs, before development in PHMAs is approved. New ROWs and development for transmission lines, pipelines, and related infrastructure would be avoided by restricting land use authorizations. In avoidance areas, exceptions would be granted only if it can be demonstrated that adverse impacts would be avoided or that residual impacts would be mitigated.

    Those three counties are Harney, Lake, Malheur.

    In reading through the documents of the lawsuit from 2012, there was a discussion of the maps that were used by the BLM and the identification of the priority habitat management areas. There was a claim that the maps used were basically "doctored" in order to allow these transmission lines and wind energy projects. There are also Harney County council meeting reports that refer to "maps" and an outside consultant was hired to help prepare an response to the sage grouse conservation BLM draft document. Also indications that Dan Nichols, who is a Harney County commisioner, owns property where the transmission line will go.

    Seems like there was a very concerted effort to make sure that the BLM conservation regulations allowed the wind energy projects and transmission lines. In order for these disturbances to happen in sage grouse habitat, other areas must serve as mitigation areas. Also, the overall human disturbance must be kept below a certain percentage, so if we have these commercial wind energy developments, other areas will need to reduce their "human disturbance" impacts to keep the overall percentage down.
